A traceable process for administrative proceedings
Officials handling administrative proceedings bring together case files, legislation and methodological guidance. They need to check submissions for completeness, select the next procedural step and prepare documents. Alongside assessing the case itself, they perform many recurring tasks.
For the Ministry of the Interior, we delivered an AI assistant for administrative proceedings. The web application helps officials work through individual steps and prepare material for decisions. Administrative discretion and responsibility remain with the official.
Three completed areas, with more in development
The core module and three administrative areas are complete and accepted: administrative offence proceedings, permits to fell trees outside forests, and revocation of trade licences. Development of additional areas is under way.
The shared core provides the processing workflow, document handling and AI agent orchestration. Each area adds its own rules and document templates. Further development can therefore extend coverage while preserving a consistent way of working.
How the solution fits together
Officials sign in through CAAIS. The application runs on Microsoft Azure operated by SPCSS in the state cloud. It includes a user interface, a workflow processor with AI agents and a database; language models are available in Azure.
The diagram shows functional relationships based on the solution specification. It does not show network topology or a future integration with a records management service.
AI agents assist at individual steps
The assistant connects text recognition, data extraction, case completeness checks and the preparation of draft legal classifications, decisions or procedural acts. Officials can see processing status and alerts about missing material.
For example, an administrative offence proceeding can begin with processing the material and checking its completeness. Once the official has reviewed the output, the process continues with a proposed legal classification and a draft decision. Human review is part of every step, rather than only the final document. This is a general workflow example, not a reproduction of a real case file.
The assistant works with legislation from e-Sbírka, case law from justice.cz open data and methodological guidance. Authorities can add their own knowledge base, including internal rules and examples, and adapt document templates to their needs.
Officials review every output
At each step, the official can approve or reject the output, or deliberately skip the step with a warning. Drafts can be revised through chat. Individual steps are auditable, making it possible to trace the processing history.
This workflow requires active assessment of each proposal. AI prepares material; the official checks its suitability and decides what happens next. The assistant does not replace administrative discretion.
Operations in the state cloud
The solution uses Azure operated by SPCSS in the state cloud at security level 3, with separate production, testing and development environments. CAAIS sign-in connects users to the public administration identity environment.
Under the IaaS model, our responsibility extends beyond the application to infrastructure operations and security. The contractual scope includes SIEM integration, threat modelling, audit logs and access management. Configuration is handed over in a machine-readable format to support portability.
Technologies and our role
| Area | Technology or capability | Our contribution |
|---|---|---|
| Administrative proceedings | Core module and three accepted areas | Shared workflow and development of additional areas |
| Case material | Text recognition, data extraction, AI agents | Completeness checks and draft documents |
| Knowledge sources | e-Sbírka, case law, guidance, authority knowledge base | Connecting material used by the assistant |
| Identity and oversight | CAAIS, step verification, audit logs | User access and traceable processing |
| Cloud operations | Microsoft Azure operated by SPCSS, IaaS | Operations, infrastructure security and support |
What the engagement provides
The Ministry has a completed and accepted foundation supporting three administrative areas, with further development under way. The aim is to reduce routine work with case material and guide officials through a consistent process with ongoing review of outputs. The benefit lies in connecting AI assistance with human decisions and traceable steps.
